The '''Perl Lazarus Project''' is an effort arising from Perl Guilds to make practical Windows GUI development, packaging, and distribution available to Perl programmers through a clear and repeatable workflow.

The project joins existing tools rather than attempting to replace them with a single monolithic development environment. Its principal stack includes:

* Strawberry Perl;
* wxWidgets and wxPerl;
* wxGlade;
* MSYS2, vim, and Git;
* PAR-based executable packaging;
* DLL-discovery tools;
* and Inno Setup.
